We all know that tobi can become intangible. When he is intangible matter can't interact with him, how does he stays on the ground?

If the gravitation still has an effect on him should pull him in the ground, if it doesn't have an effect on him he should float.

If his feet remains tangible, enemies should attack his feet.

This. He can make certain parts of his body intangible and tangible at will. Simple nothing really confusing about it.

when he is intangible he shouldn't be able to move like how he does, you need to take the energy from somewhere..

From what I saw naruto is a logical universe, either he can fly like the stone kage meaning that air or gravity must have an effect on him while intangible or he can make just parts of his body intangible.

In any case there is room for a weakness.
