It's just for fun, it RP (Role playing)
To do it you create a bio and then find a sensei/sempai to train you
When they train you they give you a jutsu and you have to "perform" it by describing what you would do. Then you can use what you've learnt in battles against other people.

because if we write how do learn jutsu on NB, there is no subject. in english, sentence pattern is

(?) Do + Subject + verb
