Im going to state why I think Kagami is Tobi
Kagami was part of the second hokages squad
Before the fox attack in the manga it says that Tobi knew when the seal suppressing the kyuubi was weak, during child birth, the only way he could have known this was if he had seen it before i.e when Mito had given birth, he was most likely one of the guards along withe the rest of the squad. Now if you look at the below manga page you can see all of the team members except for Kagami and Danzou. My guess is that its because he is Tobi.
Tobi is also familiar with Impure world resurrection because his master was the one who created the technique.
notice how he says "so thats the ritual". He was also familiar with Danzou's techniques because he was on the same sqaud as a youth. This could also be why Danzou wanted the sharingan so bad.
Tobi also knows alot about itachi, only the elders knew the truth behind itachi and all the elders where part of the second hokage's sqaud: Danzo, Hiruzen, Homura and Koharu.
Kagami also has a striking resemblance to shisui which means Shisui could possibly be his son.
The only thing missing is a reason for him to do this, we all know that Tobi's goal is peace through power much like the oldest son and Kagami seeing his Master sacrifice him self so that his squad could live could be the cause and Tobi could of got his name from Tobirama the name of his master.
The theory has alot of flaws but it seems more believable than the other ones.
