It would take up to much chakra and would be a hassle to control.

Simply because most of the uchia clan would prove ineffective because they would pick up a alot of chackra and most of them were just normal villagers and they never showed anyone in the clan that was more skilled than itachi or madara and i think danzou removed most of there eyes and disposed of the bodies in a way where they can not be brought back

DNA? Would be kind of gay to for get all of it. Plus not everyone in the uchiha had Sharingan.

i think its because the riot got rid of all the bodies so yes he couldn't get the dna and i know , most of them were normal villagers , would though be fun with sasuke saw his clan revived.
