If Tsunade's younger bro didnt die... Could he... could he?

As per title, could he have taken the place of the Fourth Hokage? After all, he is Senju clan and his age should be about the same as Minato when they were still kids.

I am wondering how on earth Tsunade's younger brother can participate in the Ninja War assuming he is still a genin at that age. Well, maybe i am wrong too. He could be so talented that he become a chunin or jounin at a young age to join the war... but a bit noob to get killed by a bomb blast isnt it...zzzz
