it was revealed that minato based his rasengan on the TBB. but the only time it was revealed him seeing it, he died later that same day, so that means minato had to fight a tailed beast. does that mean that minato could have fought tobi or even madara sometime in the past?

minato immediately assumed he was madara, yes he was able to control the fox, but i think there a few ninja in the uchiha who can control it since the elders, who knew that madara was long dead, still suspected the uchiha

I agree to some extent. He could have went up against the Nine-Tails before. Kushina was a Jin and maybe the Nine-Tails got out of control, that's the reason why Kushina teached Minato adv. Sealing Jutsu and based his Rasengan after TBB.
