Who wrote the data book?

I have seen many pple saying data book says that, data book says this (in many verse threads)...but i don't know what it is and who wrote/made it.

Databooks are summaries and explanations made by the mangaka, in this case Kishi.
They're like encyclopedias for the manga.

Its not updated, doesn't make it wrong.
Its the only factual evidence that can answer questions on the manga(when it was released)

Kishi can always make another. If I remember right, One Piece has 4 data books (red, blue, green, yellow), while Naruto has 3. ANN states that Viz will release a 2012 data book. The link is here:

Thats why its quoted so often since its the only completely factual information wrote by the creator of the series
