sasuke is at a high level of lightning chakra he can even do nature manipulation wich even the fourth hokage couldnt do. Theres no way ten ten would ever make it that far or even be able of doing those things you stated, plus isnt his sword special and he recevied training from orichimaru one of the legendary sannin, so i dont think it would as effective for her.
The fourth Hokage was not able to put nature transformation to rasengan not to tools
well there is still no saying if ten ten would reach that level plus his sword is special and i have never seen sasuke put lightning chakra into any of his tools... point out a episode or manga where he does that and il accept the fact it would mabey be better for her.
sasuke streams lightning through his sword, like bee, darui, and kakashi do. plus bee can do the pencil of death, so lightning would also be good for tenten.
all of the above you just described are high level ninja wich ten ten is not. plus wind cuts better then lightning in conclusion its better to be wind chakra if your a ninja tools expert. and since when does kakashi have a sword? and the pencil of death has failed every time bee has used it. and i never said lightning would be bad for her or that minato couldnt preform chakra manipulation. i ssimply stated it might be hard for her to reach that level.
