Who do you think are the 3 people with the highest chakra levels.No jinchuuriki.
My list is:
Raikage-No explanation needed.
Kisame-Is called the tail-less tailed beast.
Nagato-Had enough chakra to fight the whole leaf village,use a massive shinra tensei,fight sage and 6-tailed naruto,and then use chibaku tensei.

Naruto, Nagato and Kushina. they are all Uzumaki and said to have a powerful life force and an abundance of chakra, lager than most others, Naruto doesn't really need an explanation, we see all the time what he can do, Nagato needs a lot of chakra to control his paths, especially from a range, Kushina withstood the Kyuubi being removed from her, as just about anyone else would have died

then i would throw in kisame

edit: i didnt realize it said "No Jinchurriki"... damn, that means i cant include naruto or kushina... (even though, in a way, being a jin. can put you at a disadvantage due to [kyuubi] aborbing some chakra)
