Minato was dead...hiruzen was alive when that was said....

Minato did surpass him because of old age though.. which is why he passed on the title.....as strongest ninja in konoha....Then after minato died, he was once again the village strongest and took it back

Prime hiruzen however > them all..

And if we want to go by titles Minato was the man who was supposed to never get surpassed, and he was the part of the prophecy to save the world. You know what that means right? If he knows all konoha's jutsu then it means that he had more than 2 elements. How can someone having only 2 nature type capable of mastering all jutsu's? Purely common sense.

What jutsu listed on Hiruzen that can counter Minato's tech. We will debate only based on what we know. Here, I have given their abilities so we can compare. If you still insists on the term"GOD OF SHINOBI"S" that he has mastered all jutsus, then you are just fooling yourself because he only has 2 elements. We can't just speculate!

How about taking into consideration Jiraiya saying that Minato was very knowledgeable of the ninja world and he is one of a time genius. His abilities were so far advanced that even the Fourth Raikage thought that no one would be able to surpass him.
