Who do you think is the best user of their element? I'll go first.

Lightning - Kakashi.
Fire - Madara.
Water - Kisame.
Earth - Deidara. As Clay is a form of earth and is used through earth signs.
Wind - Temari

lightning-4th raikage , forming chakra into raiton armor was sick. he surpass his father.
fire-madara, no doubt of it.
water-tobirama. man he's the master he creates water only by a drop of it, he produce water and manipulate it, create a devastating huge wave only by one hand sign, that originally created by 40 hand signs
earth-onoki. his lightening and weightening technique is awesome. pretty much cool rocky techs. which is i like earth element style so much.
wind-orochimaru then danzo. naruto only has fuuton rasen so it's not the same as u mastered many wind techs.

Fire - I guess Madara..
Water - Definitely Kisame.
Wind - Uhm I'm not really sure about this one. Naruto can use the Rasenshuriken which is a pretty deadly technique, but other than that, he has no knowledge of any other wind jutsus. But I'd go with Danzo.
Earth - Deidara or the 2nd Tsuchikage (With the dust release)

The only one i would change is water, i would say the second hokage. Maybe for earth that kitsuchi general of the army idk, he summoned that huge wall of earth to try and crush the gedo mazo.

Blaze release is just a form of very powerful fire. Maybe Fire and wind. If so, I think there should be a Ocean release and so on.
