Actually it isn't, when you read the manga the title page also tells the story of the other characters. Both Lucci and Enel or ok but after the time skip we still have to wait and see what they are up to now.

i'm talking about the reputation buggy has amongst the pirate community...its not one to intimidate anyone..cept for those duds from impel down. who knows he might be a warlord but he lacks that intimidation factor so for me he doesn't fit the role:shrug:

Currently there isn't any other pirate we know of with a higher hype around him than Buggy, of course except Luffy.

His repution and crew is enough to scare of rookie/fodder pirates and that's exactly what World Government needs since Whitebeard announced the One Piece is real and started a New Pirate Era.

Enel is on the moon. And he thinks he is god... Do you really believe he would work for the government?

Lucci is not a pirate, he is a spy/assassin working for the government. Shichibukai are supposed to be pirates...

Kid has the dream of finding One Piece too, like Luffy. I can't picture him working for the government...

Yeah, I'd agree it would be a joke, but not a lame one... I would find this scenario quite entertaining...

as alot of you i do believe buggy is shichbukai or was atleast invited his reputation is spotless, i also think x-drake might have been the other shikibukai because it was said he was one other the 4 pirates to have made big moves in the new world

thats a joke right? donflamingo would probably kill him on sight b'cuz his such a weakling n doesn't see him worthy of the title...buggy himself would shit his pants if he saw any of the supernovas
