They ARE their fullbring... that was mentioned awhile ago now. Chad's item of meaning is his skin... Inoue's is the hair clips her brother gave her!

Seems like it was just an arc to learn the truth about subsitute shinigami and show off the powers of Ichigo and the captains/vice-captains.

Pretty much like the fishman arc in One Piece where it was about learning some truths and showing off their power.
