I'm not sure. I'm only going on the information that has come out for the game.
Also, Naruto masters Kyuubi mode roughly at the same time that Danzo & Sasuke fight. Which is when the story is said to end. Just going on the info CC2 have given and images I've seen.

what?? if they can make sasori have his puppets swarm around, while attacking at the same time, why cant they simply make pain like he was in the orginal, but just save those combos for an awakening state and let god realm fight on his own.

I know, the balance wasn't good. But the description given wasn't doable. I think that Pain's awaken state should have been a lot better(maybe even the Gedo statue) but they just used that I think cause of laziness.
Pain has many moves and agree that storm 2 didn't really use that.

I hope they put killerbee V2 in it instead of the full 8tails.
and kisame sharkmode too.

I think that they should have several levels of awaken. Like get 2/3 down and you go lvl2 and get down to 1/3 you can change to full biju. Would be easy to do. Be soooo good to be able to use all Jinchuuriki!

Chapter 482 is when Danzo dies.(Sasuke Susanoo is complete)
Chapter 496 is when Naruto meets the 9-tails to start the Kyuubi mode chakra training. It's a while before the war.

I know that it takes a long time. But this game isn't about the story entirely. Naruto has had the KM for a while in the manga now so it wouldn't make sense to keep it outta the game until the next one comes out in another year. It's the only real addition they can make to Naruto,whereas Sasuke now has Susanoo which is a big difference.
Think they're doing it to even the playing field.
