In Avatar you can basically use it whenever you want especially in close quarters while in Naruto they have to use hand-signs.

Ya the avatar can do all elements but everybody else get one .Naruto ninjas have two or more.Their both limted thier has to be the element around or on them and hand signs and chakra.Naruto still wins pain would stomp avataruniverse by himself
