Nope, she was out in the manga first. It was the other way around, the filers gave some backstory on her.

Gaara vs Deidara came out in the manga sometime around June/August 2005. The character you are referring to, Matsuri, appeared in the anime filler episodes from 216 to 220, which aired in January/February 2007.
