Sasori easily.. as what Chiyo said.. It is by how many puppets you can control at the same time.. and Kakuro having Sasori's body doesn't really say anything.
Sasori killed the Kazekage.
Chiyo is in second with her 10 amazing puppets and also with experience.. being her age.. she did great against an akatsuki, Sasori.
Kankuro is last..
