Why is Naruto still a genin?

1) Use the Search Button next time.

2) Because he wasn't there to take the Chunnin exams, he was training with Jiraiya, while the other rookies took the exam.
Plus Rank has nothing to do with power levels.

He never took the Chunin Exam because he went of to train with Jiraiya therefore he didnt take them when everyone else did.

He never took the Chuunin Exams, therefore he cannot be promoted to Chuunin or anything higher than that.

It doesn't matter how strong you are. If you don't take the Chuunin Exams you can't be a Chuunin. Naruto's going to stay a Genin unti lhe becomes Hokage because it doesn't matter to him what rank he has
