I hate that the episode was filler, since people are now going to deny Konohamaru's improved abilities. To answer your question, New Generation is surpassing the Old Generation

base rasengan power may differ a bit, but naruto has better control and variety

and besides konohamaru isnt a retard like naruto lol he can do the resengan with 1 hand. if he can do naruto's shadow clone training he might be better at it then naruto one day.

and narutos attack on sai wasnt For real so he probably didnt put all he had into it like he normally would.

There is a possibility Naruto's rasengan in that episode was just minor, he could have been holding back.

It's just the filler IMO. Fillers tend to do this for every jutsu for the most part which is why I tend to stay away from them. :\
Naruto has been mastery over it but the anime crew most likely just exaggerated konohamaru's rasengan or else it was a mistake they didn't want to fix.

But then again you can change rasengan's power as shown in part 1, he could of been holding back.

It still doesn't change the fact that someone like him managed to learn it and use it effectively in battle. I guess only Kishi can answer this question

Forget the rasengan, I like the fact that he did a searing ash cloud and kage buunshin shuriken jutsu. I think i was more impressed by that.

Fillers are full of indescrepensies like this, that's why i dont watch them. As far as I'm concerened the fillers didn't even happen in my mind.

Naruto was holding back. This doesn't mean Konohamaru is weak, in fact I think he has shown he has a lot of potential he also has very good teachers. Yet those images don't show much.. Naruto has come along way since that and Pain battle and Konohamaru showed his rasengan to Temari after Pain attack. So nothing can be concluded.
