With this part being so early in the series in a time when every referred to Minato as "The Fourth" and never once using his name, Kishimoto probably didn't have a full name just yet. "Uzumaki Arashi" was most likely a prototype name Kishi decided to use for a while, since he probably wanted to relate the Fourth to Naruto. Then he decided to change it much later on.

Stuff like that tends to happen all the time in comics, cartoons, anime, etc.

No clarifications have been made in any databooks. But its commonly agreed that that what it was.
