Having 1 arm doesn't have any difference in Shank's strength, Zoro with 2 arms defeated Hachi with 6 arms,

Pirates wise: Shanks and his crew are the strongest IMO

Marine Wise: I'd say Kong and/or the Gorosei

Whole World Wise: I'd say Dragon would have to be the strongest considering he is the most wanted man in the world

Shanks is definately number two, he defeated another Yonkou in a very short period of time, forgot how long, but it was short

Although I'd also want to say Rayleigh, I doubt we've seen everything he can do in his battle against Kizaru U_U

it would have to be shanks...dragon is no doubt strong but the reason his the most wanted man is not b'cuz of his strength but b'cuz his a direct enemy of the government.

also as far as titles go emperor's are considered the highest, n shanks was on par with wb when he was alive so i'd say shanks
