The reason he is a background charcter is that if they brought him to the forefront he could just kill everybody. In Naruto Shippuden the Movie: Bonds he used his bugs to eat a whole fleet of freaking ships. I imagine that he could also use them to spread typoid, small pox, sleeping sickness, maleria...etc....you see where I am going. He could cause a pandemic that woudl wipe out the whole globe. Best to to stick with people to punch other people to death. That way people tend to die one at a time.

The potential he and his clan have is nuts if you think about it. No one gives him much credit but i think with his bugs they could take out anyone at anytime by the time the enemy notices whats up its too late.
