Sasuke suppressed the Fox's will, which then was not seperate from the power, but is now, also I think if naruto wanted to he could've stopped sasuke from doing it, but naruto didn't want the ninetails taking over anyway, so i don't think tobi will be able to suppress ninetails chakra

In the kage summit sasuke intention was to kill danzo but zetsu sold him out and tell the kages sasuke location.Eventhough raikage found him ,sasuke put up a great fight against him with out any great preparation.If SASUKE did came to the summit knowing that he have to fight the kages the battle will be alot different
