No, Itachi had to train to control his powers, if you get a powerup, doesn't automatically mean you're powerful, you have to get control of that power, just like Naruto training to control the Chakra mode's power.

Itachi had the ability given to him by bloodline, but he still had to train his ass off to use that ability.

And Sasuke got a lot of plot no jutsu help. But he trained as well.. Although not as much. Which is why I think he's going to fail miserable when a real fight comes a long.. He hasn't had enough training to use his techniques safely yet.
