When you're going to war against a joint enemies with some or your enemies, you need to have a summit to see if they'll fight with you. The Hidden Cloud for example is enemies with every other village so without a summit it would be the Hidden Cloud vs Akatsuki. The Leaf and the Sand are allies so if they went to war without a summit it would likely be the two of them teaming up and so on.

Summits are necessary to put aside differences and ask to work towards a certain goal, and it obviously wouldn't have happened with each villages history. Konoha pretty much hates the Cloud, Rock hates Mist, Sand and Konoha I think were the only two that were able to put their differences aside.
