Madara with his rinnegan, however to be honest I don't think madara would be stronger than sasuke if he just had EMS and not rinnegan, but still madara would kick his ass.

the logical choice would have to be madara...he has way more experience, way more power....he'd make sasuke look stupid...but..since sasuke is considered the next main character after naruto...kishi would probably find some way for sasuke to win if the fight was to actually happen
