Who is lee dad and can gai use ninjutsu?

From what i seen only lee have the ninjutsu disabilities

No idea about Lee's dad, Gai can use ninjutsu, he just chooses not to.

i think Gai can use ninjutsu but he sucks at it so he doesn't use it

yes lee i wouldnt say cant i would say he is not good and there for doesnt use it im pretty sure if he had the rite training he could develop ninjutsu

and from what we have seen of guys technics guy only uses tiajutsu with 1 summoning ninjutsu which involve someone having a lot of chakra to summon a beast or person instantly to the summoners side
