I'm not completely familiar with the system but if you don't have enough reputation points, you can only give neutral reputation wich will have no effect on the reputation of the other person

Darui, Kakashi, and Mei Terumi.

My reasoning for them:

Darui and Kakashi are smart ninja. They are sort of similar in terms of skill and are high ranking, plus they're two of my favorites. Mei completes the team. She's a Kage for one, but she is smart and powerful. This team is similar in the age group, and it's 2 males and a female. This team just works.

The only problem I see with your team is that it could result in an unwanted love triangle . And when that happens I'll be sorely disappointed if kakashi doesn't end up with darui. Sorry Mei, kakashi likes his dark chocolate.
