Toshiro must have increased his powers, because as it was seen in the end of the chapter, he only touched him and he started to be freezed + he didn´t touch him with Hyourinmaru + just EPIC how he turned his ability against him xd

Actually that (bolded) part is an overlook of what he actually did

When Hitsugaya went to take off "dodging" that first attack his Hyourinmaru either barely grazed the ground or the raietsu emitted off of it was enough to "freeze the ground, and when Toushiro got close enough all he had to do was push the PSP boy onto that Ice he had created and he began to freeze the kid

But overall this was a decent chapter
