From the very first time we learn of sasuke's older brother we associated him with being the genius ninja who wiped out his entire clan. at that early point in the manga he is without a doubt the strongest shinobi we have heard of at that point in the story.
The first time we actually see itachi is right after the destruction of the leaf when he infiltrates the leaf village with Kisame in order to send a message to Danzo letting him know that he is still around. While walking around the Leaf, kisame and itachi are confronted by Kureni and Asuma, later joined by Kakashi. It is during this time that we learn of itachi being the leader of the Anbu black ops at the age of 13, a remarkable feat. Itachi engages kureni and kakashi in a fight that is about as lop-sided as the original bell test was, with itachi making two leaf jonin look like genin compared to him, while not being serious or having any desire to kill people who he actually considered comrades. During this battle is when itachi reviles the ultimate genjutsu, tsukiyomi, which he uses to put kakashi in the hospital for a month.
The second time we see Itachi is when him and kisame go after naruto at the hotel after luring jariya away by placing a genjustsu on a women. jariya shows up at the last second to save the day, but before they can fight sasuke shows up to "take revenge" he charges at itachi with his chidori which is easily counter by itachi snapping sasuke's wrist, not saying it's remarkable since it's a young pre-time skip sasuke. But then when itachi uses tsukuyomi on sasuke, jariya tries to trap the two akatsuki members by summoning the great mountain toad. By using Ameturasu, itachi becomes the only person ever to escape from the toad's stomach.
We don't see Itachi again untill shippuden, when he has to hold off team seven in order to buy time for the sealing of gaara, but instead of engaging them directly he uses some form of replication which is assumed to be nowhere near the strength of the real itachi. In this fight though, naruto and kakashi still have to go all out to defeat this imitation, and it is here that it is reviled that you don't have to look into itachi's eyes in order to be placed under his genjutsu, but just looking at his finger can trap you in his illusion. But it won't be anything compared to a tsukuyomi.
After this we see a moment when oro thinks back to when he tried to steal itachi's body, only to realize that he was no match for him and he conceded defeat and left the akatsuki. Implying that a full strength Oro, still able to use his arms, someone who not even jiraya could defeat.
We don't see itachi for a while now, until his fight with sasuke. Itachi, although extremely ill and almost blind, is able to control this fight to go exactly as he wants it, which is pushing sasuke to his very limit while not killing him, in order to draw out orochimaru and seal him away for once and for all. It is also in this fight that itachi reviles three of his greatest trump cards; S'sasuno, the yata mirror, a sprit weapon capable of blocking any attack, and the tosuka blade, a sprit weapon that seal's away anyone it pierces. A combo that although very straining on the body, is more powerful than anything we've seen.
It is also during this time period that we learn about itachi's intelligence, with how far he plans ahead to keep sasuke and konaha safe and tries to make sure that sasuke will never learn the truth and will remain loyal to the leaf, he even plans far enough ahead as to give naruto "the gift," just in case.
And then lastly we see itachi in his fight with nagato alongside bee and naruto, where he show's off his ability to be calm during battle and make decisive decisions, and shows not so much that he can for sure beat nagato in 1v1 battle, but that he has the potential too. As granny Chiyo once said, if you're fighting itachi one on one, run away. Itachi is the complete package, he has what are expressed by kishi to be the most powerful genjutsu around, that very few can counter, and if their able to get through the illusions, itachi's opponents are met with a wall of formidable dou/ninjutsu, not to mention taijutsu that's not too shabby along with very impressive speed to go along with everything else. So there is justification in believing itachi is the strongest or close to it, and i believe that is what kishi was going for
