i think it would be too lame but who else could it be?
minato is impossible and jiraya very doubtful.
additionally the "finally arrived" or what it was kinda makes clear it must be naruto.

sounds quite right. but then i don't really like how mysterious it is shown. "oh a rasengan. whose could it be?" maybe the one whose one and only technique it is.. naruto.

But I don't get it why. He just ran out of chakra and suddenly he is bursting with energy again trying to take on a Kage, kinda weird. Not like it would be a problem but right before that he was worn out. And it's impossible for the Clone to have a Kyuubi Cloak at this very moment because the original Naruto does'nt have it anymore because he overdid it, yet it looks like one.

And Konohamaru wouldn't be that hyped and why would Kakashi use a Rasengan. |:

Yep u can see the Kyuubi chakra around his hand. & besides when has Kakashi ever used Rasengan in an actual fight? Hopefully it's the real Naruto 2 with Bee so that Bee will be able to fight the 2nd Raikage.
