Are Tailed-Beasts measured in strength By how many Tails it has??

The more tails a tailed beast has the stronger it is. This doesn't have to be true for the host, but in it's normal state yeah that's how it goes down.

The system of the tailed beasts is their strenght increases with the number of tails thats why the ten tails is the strongest then followed by the ninetails. So the higher the tails the higher their power.
