i think tobi is both obito and madara.
1 i think after madara took hashirams cells, he created white zetsu and partially fused with it so he could live so long
2 since he saw hashirama was so strong, he decided to study the other hokages. i think he used zetsu to study tobirama for his space-time tech. he studied hiruzen for knowledge of konoha. then he studied minato so he could an eye on the nine-tails.
3 after seeing how successful zetsu and the cells keeping him alive were, he decided to make black zetsu from shisui(or whatever that uchiha guy's name is) body but he put too much of hashiramas cells in him, causing him to destabilize. in other to save black zetsu, he fused him with white zetsu, disfiguring him and creating the complete zetsu.
4 fearing that he would too destabilize, he sent zetsu to retrieve obito, since he was an uchiha and that probably made him compatible. after retrieving obito, he fused with him and became what he is today. since obito is almost crushed, he needs a new body soon. he chose nagato and to make nagato's body strong enough to his liking, he put those konoha ninja under genjutsu, sent them into his home to kill his parents and awaken his rinnegan. however, nagato couldnt control it so madara let him get mastery over it but before madara could get his body, yahiko died, nagato used that statue-dragon combo and crippled himself. needing a new body, he turned to itachi but he had an illness, rendering him useless. after seeing the way itachi thought sasuke was special, he decided to wait for sasuke to get mangekyou, which is why he told him the truth about itachi, hoping the trauma would awaken his mangekyou and make him more likely to join him making it easier to get his body. in the meantime, he got nagato's rinnegan to make up for sasuke not being ready right away.
