I just felt like reviewing the two if they were to fight before shippuden and during shippuden.
Before Shippuden:
If Neji and Saskue fought I would have to give the win Neji all of which for the following reasons (After the Chunin Exams):
Both shiniobi being at the top of both their classes (remember Neji was held back from the previous Chunin exams according to Guy in order to develop his teams skills), we can conclude both Neji and Saskue were highly skilled shinobi hailing from esteemed clans ironically both having dojutsu kekkei genkais the byakugan for the Hyugas and the sharingan for the Uchihas. I give Neji the win his taijutsu and close quarter skills are superb, even though Saskue had undergone training with Kakashi I still do not believe Saskue was strong enough to defeat Neji even with his Chidori as long as the battle between the two maintained at close quarters Neji would have the win hands down. However if the battle was maintained at long distance or mid distance the battle would simply be slowed down because there would be a small array of jutsus if any coming from the two.
During Shippuden:
If Neji and Saskue fought I would have to give the win to Saskue all of which for the following reasons:
Hands down Saskue wins simply because of the vast development this gives him the upper hand unlike before shippuden where he had little long-mid distance jutsus the scenario is fully changed thanks to his developed sharingan now Mangekyo (well hes getting Itachi's eyes now but you get the point). Neji on the other handing being a Neji and also developed still does not stand a chance against Saskue simply because any jutsu he attempts on Saskue will be pitiful both with Susanoo or without. In addition Saskue wields a sword, can use Ameterasu, his speed is exceptional, and ext. Saskue mainly wins because of development shown even if Neji were to increase strength Saskue wins due to his skill, jutsus, and that infamous mangekyo sharingan.
