Which ninja rank does base naruto fall into?

I do think that a shinobi's rank doesn't only depend on his ninjutsu skill's or overall power but also in the capability of evaluating the situation and figuring out the best solution strategywise..also they have to be able to plan mission etc..

Naruto doesn't seem to be able to do neither..and wouldn't be a wise choice to lead a team..

so dunno if he has the brains to make it past jounin
