you cant jus say shisui is weaker then the 2nd bcuz hes weaker than itachi... think bout it for a second... there arent really too many ninja ... if any that can fight itachi one on one and win to tell the tale.. so theres plenty ninja weaker then itachi, it doesnt make them weak though.. itachi cud go head to head with jaraiya and they wud both die.. and i kno the jaraiya is stronger than the 2nd.. bcuz i kno if orochimaru used edo tensei on jairaya vs the 3rd then the 3rd wouldnt have been able to use the soul reaper jutsu bcuz jairaya zombie mode wud have owned the 3rd..

third is pretty strong he wuld own sasuke no doubt.....but think about it it said in the anime and manga orochimaru tried to take itachis eyes and got owned by itachi with itachi not even trying.....so if orochimaru can handle the third and itachi handles orochimaru without even trying then wat does that say about itachi???without trying he can handle b and a and c of course and idk about 1 and 2 and 4th he has speed and so does itachi and itachi has a powerful genjutsu and a pretty gud taijutsu

Have you not payed attention at all to the manga? We haven't even begun to see Minato's sealing abilities. And we don't know for sure if we've seen everything FTG can do. At the worst, Minato can just dodge Sasuke's EMS spam until he runs out of chakra.

Shisui cannot win against Tobirama IMO. Tobirama is used to fighting uchihas and most likely won't fall prey to his eye techs. Of course nothing is certain.
Itachi vs Hiruzen depends on Hiruzen's age really. But Itachi has a pretty good chance.
Sasuke vs Minato is very arguable, mostly because you are insinuating Sasuke EMS. Yes, I would say Sasuke EMS will have a good chance against Minato simply because he needs to be on par with Naruto and we know already that Naruto will end up being the strongest character. But Sasuke MS no chance. Well...little chance.

Yes it is very hard to call between those two but im gonna go with Sasuke mainly because:
1. He has the Ultimate defense in Susano'o
2. He was able to keep up with the raikage's speed and dodge his devstating Elbow!

4. He can also use kirin
