Kakashi isn't stupid, far from it to be exact. He had just come out of the hospital because of using that tech, I don't think he wants to go back. Or maybe he was too injured from the last usage to risk it, since they had already called for back up.

He did not used in Sasori because he did not have time to. He had to chase after naruto, who left the cave. At that point Kamui was was slow.
In the hidan vs Kakuze, he did not use Kamui because of 2 things
1. He was following Shikamaru's plan, which ended up being flawless
2. It requires control and precision, if he is trying to absorbe one, the other one would easily attack him.

Kamui is a last resort tactic, don't espect him to be abussing it a lot like Sasuke does with Susano'o. If he misses the target he would become weaker and dizzy.

Actually yes, it was part of the plan. thats when he got a sample of Kakuzu's blood

then why was everyone else all surprised when kakashi did this and was asking how he was able to hit kakuzu. also, the plan was get some of his blood whenever possible. shikamaru said nothing about hitting him with raikiri. also, why would kakashi bother getting kakuzus blood if he thought he killed kakuzu with raikiri

Kakuzu used an earth style jutsu to harden his body. Kakashi used Raikiri to break through it or cancel it, coz Lightning beats Earth. The only way to get the blood would have been to use raikiri coz then the needle would have broken on his earth armour body. He chose that moment probably because everyone was still preparing for a fight and not yet fighting, so they wouldn't have expected it, hence everyone was surprised. And about bothering to get the blood after he thought he killed him, probably because Shika's plan was to use the blood as a substitute.
