Village System Reboot.

Okay, so as we all know the Village system in lack of a better term is Dead. I wasn't around to see it fall but I hear the there are 2 main factors to blame.. One being the previous War and the other being the formation of Akatsuki. I think that we need to Reboot the Villages.. but i'm not sure on how to go about doing that... If anyone has any Idea on how to Fix the village System please leave your suggestion Here.

Do not discuss other peoples suggestions, or say that's a bad Idea everyone has a right to state what they think will be good and everything will be taken into consideration. Make it so that you have to be in a village to RP. This will get the villages a lot more members.
Sensei's of that village can only teach the ones that's in their village, that way no one is over worked with students that are from other villages.
There has to be at least 3 sensei's to each village. And that may vary depending on how many villagers there are in that village.

Villages become active and sensei's are no longer over worked.

How about when a bio is created and submitted, the village they list is the village they join. Approval of the bio would have to go through the leader of the respective village as well making the process a little longer, but that way the village choice would be more permanent.
Additionally, both bios would have to be from the same village/faction. This would mean if someone wanted to defect or join another village, they would have to edit their bios and contact the leader of whatever village or faction they want to join. Then, the user cp information can match the bios. This would make the whole system more consistent with the Naruto Universe.
This would also make finding a sensei easier because it would be someone from their village/faction and they can search by village/faction instead of the free-for-all system that is place now for finding a sensei.

Bio's of cannon characters have to be from that village.
Only people from konoha can have a minato bio and/or uchiha bio.
That's just an example.

i think we must make a team from all the villages from the strongest members and they protect any village from the akatsuki cuz i think the akatsukis won't destroyed just konoha i think they are going to destroyed all the villages

Anyways, I don't think on a large scale that restricting bio's to villages will happen.
As said, people will steal them, + it would unbalance the villages even more as people would f.e. join konoha massively, to obtain an Uchiha biography, Minato Biography, etc etc.
