Guys usually don't complement other men on their looks because they are fear being considered gay (different for men and women).Mostly older secure men are able to say another guy is good looking because they have less to prove I guess, but no men would say another is outright sexy unless he is gay. But as a secure man I am able to say someone is handsome if asked and are a cartoon character Minato isn't a bad looking guy.

Oro looks like Micheal Jackson so not sexy. As for Minato, I'd say out of the manga guys he is pretty good looking. Only guys who have gay tendencies are afraid to answer this question where others can see their answer (damn homophobes).
