I would say raikage and tsunade but raikage takes the prize

I'd say it would depend =/ if Guy opens his 7 gates, and even dare to go into his 8th gate, then he'll win no questions, I don't think Raikage can withstood the moon lion. If it comes to a first minute fight, and Raikage wants to finish this fast, I don't think Guy can withstood his body slam XD, even sasuke's susanoo broke under him, and like that's the ultimate defense XD. So yea
