A is strong, fast and aggressive but Tsunade has also got sheer strength but not speed. Mizukage however can use 3 elements and we can see her strength when she fights black zetsu. In terms of strength its A then Tsunade in terms of jutsu and skill Onoki and then Mizukage.

Well as the definition of strong/stronger/strongest is:

"Physically powerful; capable of exerting great physical force."

The Strongest is Tsunade ofcourse. I havent seen any character being as strong as Tsunade in terms of her strength. Maybe A and Tsunade are closely as strong for each other.

But i guess you ment whos the most powerful, where the definition is:

"Having or capable of exerting power."

For what we have seen until now I believe Onoki is the most powerful in terms of offensive combat.
