ninja can use chakra to shape lighting into some weapon such as spear/sword or even infuse into kunai or other object to increase it piercing power through vibrations & with the added effect of inducing numbness. or as allow the user to generate lightning by increasing the high frequency vibrations of their chakra, allowing for piercing damage and fast movement. The electricity paralyses the target so that they are unable to move and leave them vulnerable.

I would say, lightning is best use when dealing with solid object for example, if my target were to use mud wall i can send a strong blast of lightning to blast a huge hole on it and might kill him off if he didn't know the lightning coming. Or when the target is wet or standing on a river/lake or some water source spot you can send lightning to shock him to death or even paralyzes him.

Yea, after you clamp your hands, not before.. Thats what the jumper cables are helping you do
