Keotsu sempai trains me in Suiton

Alright. Now, this jutsu requires you to separate your water source, in this case your puddle, though it usually comes from underground sources, into several small, floating balls of water. You can then manipulate the water around your opponent, covering their mouth and nose in an attempt to drown them.

o_o This jutsu's not as easy of a one-shot kill as it sounds, it could be easily defeated with either Earth or Wind.

But, a useful thing that you can do with this justu - and how it was used in the anime, is that you converge all of that water into one floating spot, and it allows you to use aquatic summonings on land.

As I've all done this and see 2 waterballs floating in the air, I know that I've succeeded in the first step in drowning you. After doing them for a while, I know how to do them really fast and without looking at my hands. I release an extremely large amount of suiton chakra into the river. While I myself can't explain the finer points of it (I'd have to go into a ridiculous amount of detail about whatever chemical changes you'd have to make to the structure of the molecule to change it from water to oil), it basically boils down to that you can use your shape manipulation to change the properties of your water chakra, and create oil instead of water.

The oil falls from the sky, like rain. Fire ignites oil upon contact, thus it will ignite the falling oil, and what has collected on the ground, slightly boosting its power.

We need the cloud because the oil is falling from the sky, in a form of rain. This gives us an area of concentrated chakra to form the oil.

Like I said, you can use it to strengthen fire jutsu, or even just to increase their range, because of oil on the ground. You can use it to create psuedo- (Fake) fire attacks by using a wind jutsu, which will pick up a lot of oil, and using an explosive kunai, which will ignite both the oil and the wind. Further more, if there is something you need to burn down - say a Mokuton user's defense, since it's soaked and covered in oil, doing so is easier, and the fire would be harder to put out (since oil and water don't mix, and oil fires take a LOT of water, at the exact same moment, to put out).

This jutsu is somewhat popular, in that people will try to form it in front of them or over the top of an enemy as a shield or attack...but...
