Description: User utilizing his fire chakra, inhales and spits out a cloud of ash which begins to envelope his opponent and explodes when the user clicks his teeth.
However, this jutsu will cause major damage to his skin and lungs if the user doesn't escape before it explodes.

Now, orally shoot out a huge burst of fire,
then manipulate it to shape into a firball.

*As I concentrate myself and close my eyes, I try to use my chakra and try to heat it up to make katon chakra. I then do the tiger handseal and inhale, and eventually exhale the little fireball out of my mouth. I then suck the remains of the fire back and mix it with the heated chakra. I then try to use as much chakra as I can to try to make it really really big. As I feel i've used enough chakra, I do the required handseals Horse > Tiger > Ram> Monkey> Boar> Horse> Tiger. I then fill my lungs with as much air as I can, open my eyes and exhale all the air out of my lungs. As I see a huge burst of fire, I try to manipulate it using shape manipulation to make a big fireball.*

*As I take a deep breath and concentrate, I bring my doton chakra to my feet. I then focus a mass of chakra in it and stom as hard as I can on the ground, making the earth crack. I can see a small crater is formed.*

I then perform the tiger handseal to have a steady control of my fire chakra. As I do this, I try to inhale as much air as I can, ending with exhaling it. I can see a small fireball. As I've done this, I try to suck the remains back and mix it with an extremely large amount of katon chakra. I keep on concentrating on the chakra in my chest and try to make it as big and warm as possible, trying to heat up my chakra as warm as possible. After doing that, I inhale as much air as I can, filling my lungs with air. I then take a look where I have to blow it (into the crater) and exhale all the air out of my lungs, making an extremely big and warm firestream. After keeping to exhale as much air and fire as I can into the crater, I can even feel the earth becoming lava.*

As I've done that, I do the tiger handseal, Focus katon chakra in my chest and inhale as much air as I can, filling my lungs with it. I then exhale all the air out, making a small fireball. As I see the fireball, I suck the remains back and mix it with a huge amount of katon chakra. I take a deep breath and exhale all the air out, making an extremely big firestream. I direct the firestream into the tunnel, causing the fire to turn into lava as it travels. I then do the required handseal, making the lava erupt from the ground underneath the opponent, engulfing them in the lava.*

I want you to create a normal Rasengan, then ignite it
with a Fire jutsu. causing it to turn black and be surrounded
with a ring of flames.

Basically,
You just use Rasengan but manipulate it with katon jutsu.

Explain to me how this would be possible, seeing as though
rasengan is originally a Fuuton technique, and is created with
wind.

The 4th hokage created this jutsu so that that he can infuse the rasengan with his nature element. So you can't just improve rasengan with only fuuton, you can also use other elements, like for example fire. The rasengan is a jutsu that's uncompleted, you need to add an element to make it complete.
