Because he isn't friends with the kyubi. Back then the kyubi's will was what helped Naruto transform but now with his new seal he only has access to the kyubi's chakra.

check out shippuden 167 when naruto in kyuubi mode is fighting pein, he shoots out fire balls and a sort of fire laser not chakra and when the kyuubi was escaping from the planetary devastation it was shooting out fire
