Back to the topic at hand I do like the idea of a Sealing Rasengan, but I don't know if Jiraiya actually taught him that over the time skip He would have used it by now. That would be an awesome Jutsu to learn for this war though.

"That jutsu" is actually a bad translation, the correction translation is "That power" and that power is his hidden Kekkei hougyoku Genkai and then he will turn into a pink butterfly, then he will change the Ninja world by sending millions of little butterflies coming out from his butt, then these butterflies will infect every ninja and everyone will feel so happy and every ninja will hug each other, it will be a new hippie era. xd

Probably either its something he forgot, or its just a lame variant of the rasengan.
I think it was referring to the ultra lame oodama rasengan.

Well that jutsu requires a lot of chakra so i do not think it's a sealing technique. And i sure hope it's not another form of rasengan, i admit it's a strong jutsu and all but come on... enough is enough (unless naruto learns to control another element, mixes it with wind and then infuses the rasengan with it xd)

I think the "that jutsu" has just become a major plot-hole now...I mean he could have used "that jutsu" vs Pain or something...

I wonder if That Jutsu really exists or was it just a reference to the then risky rasen shuriken...

but i really like the idea of a cool and 'royal' kekkei genkai...something like Luffy's powerful COC haki...

the jutsu that wasnt finished was the rasengan. As the rasengan was just the charkra molding and then to finish it was to add the element which was the wind rasengan that he coudlnt throw. When he couldnt throw it the jutsu damaged his arm and tsunade said he couldnt use it cause it could have potentially killed him.

to sumarise.

Finished Justu - Rasenshuriken (In sage mode where he can throw it.)
Unfinished Jutsu (Forbidden) - Rasenshuriken (Normal one used against kazaku)

If it was the unfinished rasenshuriken then Gematora (the key toad) wouldn't still be mentioning something being the key to complete that jutsu.

I do not see any sealing jutsu comming along. all i see is another powerfull explosive jutsu ( which we are all used to ) Jiraya got allmost destroyhed when he tried to implement it with Naruto in the first round in the collidoscope of events. So i personally thnk it is neither a sealing nor an elemental justsu( cuz naruto did not know any elements back then ). It is something that uses a humongous amount of chakra and bashes everything in sight

Well, by accessing the Kyubi's chakra,(i.e SOT6P mode), it gives Naruto a cloak which could serve as a protection whenever Naruto uses the various types of rasengan.. or it could be the SOT6P mode itself:
