Seems like you already know the basic so I'll teach you the jutsu.

Collect wind chakra inside you and release it slightly at the ground headed toward your target. The angle will allow it to collect dirt as it heads toward the opponent. If the angle is too steep it'll just hit the ground and blow dirt all over you. Here are the hand seals required -shows you the hand seals-

-I concentrate chakra into my lungs while breathing in and release the chakra out after moulding it completely with my chakra.As the chakra is blown out i manipulate it and mould them into gusts of chakra and make them spin rapidly.Now i focus more chakra into it making it spin faster.Now i take out 4 shurikens from my shuriken bag and throw one each into the four gusts due to which the chakra starts to spin more rapidly.I focus more chakra into the gusts due to which I am able to manipulate the gusts of wind at my will.Now i move one shuriken towards a tree and cut the tree in half-

-I breathe in taking air inside of me and start moulding my chakra with the air.Then i blow the air out of my mouth using adequate amount of force and form four gusts of wind and make them spin rapidly but i keep on adding more chakra into the gusts to prevent from losing control of the gusts like last time.Now i take 4 shurikens from my bag and throw one each at the gusts now i manipulate the gusts to move aroung the shuriken making 4 wind shurikens.As theyre made i keep on adding chakra into them to prevent losing control of the gusts and send 4 them towards random trees slicing the trees in half.-

Now focus your wind chakra to your throat, bring your hands together in front of your mouth and release a large blast of wind.
