My current theory for Oro is that he's being saved up to be the "Imu" of the Naruto franchise. Centuries will pass and he will be the only one remaining from the "void century" (old shinobi era). KI think Kishi kept him as a necessary evil to cook up new villains and plot lines.

I think he realised ORO was never going to be the final villain and he decided to dip. Your idea is good, but I highly doubt there would be a continuation of Boruto.
