Tobirama is incomprehensibly faster than V2 Raikage even without using FTG considering that he can keep up with Juubito. Add to that FTG's teleportation and Edo's immortality and they have no way of putting him down. Even if he doesn't have an attack that can overcome Tsunade's regeneration, Gaara's defense, and the Raikage's armor, he'd still outlast them.
