It comes down to the Kazekage and Mizukage.
The Water Mirror beats any direct/frontal attack and at speeds only the Raikage, Kazekage and Tsuchikage can match. With only the Kazekage and Hokage possessing attacks that can literally get around it, the others are knocked out pretty quickly.
Between those two, the Hokage can't get past the beast energy cloak and even if he could the Kazekage hard counters his kunai-based techniques. Even if the Hokage does not get blitzed and summons the toads, metal is excellent against giant targets.
The Kazekage should then have no problem getting around the mirror and keeping the Mizukage away with his gold. Beast bombs should also be easily deflected given the relationship gold has with energy.
So the Kazekage is most suitable to beating everyone here and his style is best suited for multi-target battles. I would also put him as the strongest of the five, based on how easily his zombie matched Gaara. That said, there is a solid chance that the Tsuchikage simply outscales and blitzes everyone here.
